RECONVENE

Mr. Pearson made the motion to reconvene the September 16, 2009, meeting to continue budget talks. Mr. Heaton seconded the motion and on voice vote the chair declared the motion carried.
Mr. Pearson made a motion to approve the tentative budget for fiscal year 2009-2010 in the amount of $8,231,716.00. Mr. Heaton seconded the motion. Mr. Pearson talked about the budget and invited all members to attend the November budget meeting. After these comments the following vote was taken on the tentative budget.
Aye: Bresnahan, Cokel, Gibson, Harper, Hawk, Heaton, Jenks, Johnson, Pearson, Reichow, Schreck, Stanton, Starbuck, Thompson, Winkler
Nay: None
Absent Turnbull

The chair declared the motion carried to approve the tentative budget for 2009-2010.

Mr. Thompson made the motion to approve the minutes of the September 16, 2009, board meeting. Mr. Gibson seconded the motion and on voice vote the chair declared the motion carried.

Mr. Pearson made the motion approve the amendments to the agenda. Mr. Gibson seconded the motion and on voice vote the chair declared the motion carried.

PRESENTATIONS FROM THE FLOOR
A. Jolene Willis, Executive Director of the Western Illinois Economic Development Partnership, reported on some upcoming events. The fourth annual W.I.E.D.P. luncheon will be October 19 and Mrs. Willis talked about the Wind Turbine Workshop on October 22, 2009, in Macomb.

B. Solid Waste Coordinator Chad Braatz informed the board about several items of interest concerning solid waste. Mr. Braatz talked about the Ellison Township cleanup on September 18 and 19 and how much was collected. He gave an update on the E-Cycling and Paint Partners about the possibilities of continuing the collection of electronics and paint. He stated that he had met with Senator John Sullivan, Representative Rich Myers, Susan Nash and Jim Keefe of Warren Achievement Industries on September 24. The purpose of the meeting was to inform the legislators of the situation resulting from the fund sweep. Mr. Sullivan will check into this and get back with Mr. Braatz. He distributed a Warren County facility totals report showing collections of the different types of recycles.

C. Jenna Link, Health Department Administrator, updated the board on the flu shot clinics and the H1N1 vaccine.

MINUTES OF THE MEETING
October 6, 2009
Bill Thompson opened the meeting at 4:02 P.M. Others present were Board Chairman Bill Reichow, Scott Gibson, Steve Johnson, Bob Cokel, Marvin Hawk, Gene Larkin, Terry Byers and John Livingston. States Attorney Chip Algren was also present.
Chairman Thompson added two items to the agenda under new business. The first item was for a closed session to discuss employment of a county engineer and the second item was to set a special meeting for Wednesday, October 14 at 9:00 A.M. in the county board room in the courthouse. Johnson made a motion to approve the amended agenda. Gibson seconded the motion. All yeas.
Gibson made a motion to accept the September minutes. Johnson seconded the motion. All yeas.
New Business:
Snow Removal Policy. Larkin handed out copies of the proposed policy to the committee. Discussion followed. Thompson recommended that the committee members take time to review the policy and write down any changes they might have. The Snow Removal Policy will be added to the agenda for the November 10 meeting.
Old Business:
No action taken.
Resolution Appointing Gene Larkin Acting County Engineer.
Thompson made a motion to appoint Gene Larkin as acting County Engineer with a $200.00 per pay period increase during his appointment and to present the resolution to the full County Board at the meeting on October 14. Discussion followed. Johnson seconded the motion. All yeas.
Closed Session To Discuss The appointment Of A New County Engineer.
Thompson stated that he would entertain a motion to go into closed session pursuant to the Illinois compiled statues, chapter 5, act 120, section 2(c)(1), for the purpose of discussing the appointment of a County Engineer. Cokel made the motion to go into closed session, Gibson seconded the motion. All yeas. At 4:10 PM motion was approved to go into closed session. Cokel made the motion to come out of closed session, Johnson seconded the motion. All yeas. At 4:46 PM motion was approved to come out of closed session.
Special Road & Bridge Committee Meeting.
Thompson called for a special committee meeting to be held on October 14 at 9:00 A.M. in the board room at the courthouse to discuss the appointment of a new County Engineer.
The monthly bills were reviewed. Cokel made a motion to approve the monthly bills. Hawk seconded the motion. All yeas.
Larkin informed the committee:
1) That a Monmouth township bridge project for 2010 is in the works. The preliminary survey has been completed, the Hydraulic Report has been approved by the Illinois Department of Transportation and we need to hire a consultant for the bridge design. Larkin will contact HLR of Springfield, IL. HLR is the same consultant we used for a previous project.
2) That under the American Recovery and Reinvestment Act the county has set up a project for sign replacement which would include the county, eight townships and two villages. The project is set for a November 6th letting in Springfield.
3) New state laws increase legal load on all highways in Illinois to 80,000 pounds on January 1, 2010.
4) The highway department’s income from oiling is down 35% from 2008, mostly due to high asphalt prices.
5) The negative balance in the MFT account should be rectified very soon.

RESOLUTION REQUESTING CONSENT OF THE
DEPARTMENT OF TRANSPORTATION TO THE
APPOINTMENT OF AN ACTING COUNTY ENGINEER
WHEREAS, a vacancy exists (will exist) on 10/2/2009 in the office of County Engineer in Warren County, Illinois due to the removal, resignation or death of the incumbent County Engineer Kevin E. Smith which occurred (will occur) on 10/2/2009. and
WHEREAS, in accordance with 605 ILCS 5/5-204, the County Board must request and receive the consent of the Department before appointing an Acting County Engineer, and
WHEREAS, this Board, due to the emergency, did on 10/14/2009, appoint William E. Larkin as Acting County Engineer.
THEREFORE, BE IT RESOLVED, that the Warren County Board does hereby request the consent of the Department of Transportation to appoint William E. Larkin as Acting County Engineer, and
BE IT FURTHER RESOLVED, that the Clerk is hereby directed to transmit two (2) certified originals of this resolution to the Department of Transportation, through its Regional Engineer’s office at Peoria, Illinois.

BUILDING AND GROUNDS COMMITTEE MEETING
October 7, 2009
Committee Chairman Russell Stanton called the meeting to order at 9:30 A.M. Also present were member Karen Starbuck and County Board Chairman Bill Reichow.
PRESENTATIONS FROM THE FLOOR
Rich Nelson from Cambridge Engineering and Energy Solutions presented the committee with a proposal for energy purchase from First Energy. Mr. Stanton invited him to give a presentation at next week’s board meeting.
Jeremy Vivian from KONE Elevator updated the committee on the upgrades on the elevator. The first two phases have been finished. Phase three is the fire service upgrade. The state has revised the act and are not enforcing the fire service upgrade, therefore Phase III will be optional. An emergency light and an alarm bell still needs to be added. Mr. Stanton asked Mr. Vivian to get a proposal for the controller and buttons.
REPORT OF OFFICEHOLDERS
Janice Hamberg, Supervisor of Assessments, reported that she has published the deadline for the senior freeze. Her office has had a lot of foot traffic and they are working on changes.
Treasurer Nancy Clayton noted that the delinquent tax list has been published and certified letters have been mailed. The tax sale is Monday, October 19, with eleven tax buyers registered so far. The hotel/motel tax balance is $4,558.33. The County General fund balance is $484,395.30 at the end of September, which includes money transferred from working cash and the second distribution. She sent out seven letters to audit firms to see if there is any interest in doing the county audit.
Sheriff Martin Edwards reported that the security cameras have been installed. The jail radiators are rotting and Mr. Reichow noted that the repairs have been taken care of.
Circuit Clerk Denise Schreck reported to the committee that after meeting with the phone company and making a few changes it is hoped the savings to the county will be about $2,000 a year. She has an employee retiring at the end of the year.
Mr. Reichow updated the committee on the county engineer situation.
The committee talked about the ROE office building.
Bills were reviewed and paid on a motion by Mrs. Starbuck and seconded by Mr. Reichow.
With no further business the meeting adjourned on a motion by Mr. Reichow and seconded by Mrs. Starbuck.

The parcels of land effected by the proposed amendment lie on the east and west sides of U.S. Route 67 northbound from Monmouth, Warren County, Illinois, beginning at the intersection of U.S. Routes 67 and 34 and ending at Warren County Road 210th Avenue (commonly know as the Farm King road). The boundaries of the proposed B-3 zoning district will lie 600' more or less to the east and west of the U.S. Route 67 right of way. The change of the zoning district also effects the land containing the Farm King store.

COURTHOUSE ELEVATOR EMERGENCY LIGHT AND ALARM BELL PROPOSAL
KONE, INC
Description of Work
Furnish and install the necessary labor, materials, tools and supervision to perform the following work on the one (1) passenger elevator located at Warren County Courthouse.

Furnish and install an emergency power light on the wall of the elevator car above the car operating panel. The unit will be surface-mounted and have a brushed #4 satin stainless steel finish. The power unit will employ a 12-volt sealed rechargeable battery and a totally static circuit shall illuminate the elevator car and provide current to the alarm bell in the event of normal power failure and will comply with current code requirements.

Furnish and install a new stop switch and new alarm bell. The new stop switch will have enough contacts to wire an alarm bell. Will wire the new alarm bell to the new stop switch in the car operating panel.

Price
Total price to perform the above-mentioned work amounts to: $2,886.00 (two thousand eight hundred eighty six and 00/100 dollars), plus applicable taxes. Price includes applicable labor, material and permit fees.

Mr. Stanton updated the board on the elevator requirements. The fire service requirements are now an option but there was talk of updating the relay switches and button panel. Mr. Stanton made the motion to accept the KONE Elevator proposal in the amount of $2,886.00. Mr. Winkler seconded the motion and on voice vote the chair declared the motion carried.

COMMENTS BY COMMITTEE CHAIRMAN
Mr. Stanton gave an update on the energy purchase and informed the board there will be another presentation at the November Buildings and Grounds Committee Meeting. There was some discussion about having the lamp poles around the courthouse decorated with greenery, at a cost of $200.00, as has been done in previous years. No action was taken.

FINANCE COMMITTEE

FINANCE COMMITTEE MEETING
October 8, 2009
Committee Chairman Mike Pearson called the meeting to order at 4:00 P.M. with all members present including County Board Chairman Bill Reichow.
PRESENTATIONS FROM THE FLOOR
Jolene Willis updated the committee on a Department of Energy grant using stimulus funds for community renewable energy projects and a DCEO Community Renewable Energy Project grant. Mrs. Willis also invited the members to the annual WIEDP lunch on October 19th.
REPORT OF OFFICE HOLDERS
State’s Attorney Albert “Chip” Algren informed the committee that the state is now requiring every entity to appoint a Freedom of Information Officer. This officer will be required to have annual training and any FOI request will be directed to this officer with guidance from the state’s attorney. This appointment must be in place by January 1, 2010. Mr. Algren suggested that this position be given a $500 stipend for additional duties, training time and requirements. He asked that it not be anyone from his office and he suggested either an office holder, a non-union employee or possibly a county board member. After some discussion Mr. Heaton noted that a line item should be added to the budget for this expense. The committee also asked Mr. Algren about charging a jail fee and an impound fee. Sheriff Martin Edwards was asked to do a study on the possible number of cars that would possibly be impounded.
Sheriff Edwards reported that the security cameras have been installed.
Treasurer Nancy Clayton noted that the delinquent tax list has been published and certified letters have been mailed. The tax sale is Monday, October 19, with eleven tax buyers registered so far. The hotel/motel tax balance is $4,558.33. The County General fund balance is $484,395.30 at the end of September, including money transferred from working cash and the second distribution. She sent out seven letters to audit firms to see if there is any interest in doing the county audit. She has spoken to three firms that have responded to the letter. After some discussion, it was decided that Mrs. Clayton and Mr. Pearson would draft a letter asking for proposals be sent in by October 30. Those returning proposals may be asked to give a presentation at the November Finance meeting. Mrs. Clayton also noted that her copier is in need of repair. She did remark that she could pay for it out of her Treasurer’s Automation fund. The committee gave her permission to have it repaired or for a few hundred dollars more purchase a new copier.
Janice Hamberg, Supervisor of Assessments, reported that she has published the deadline for the senior freeze. Her office has had a lot of foot traffic and they are working on changes.
Mr. Reichow updated the committee on the county engineer’s situation.
Bills were reviewed and paid on a motion by Mr. Heaton and seconded by Mr. Jenks. Voice vote, motion carried.
The meeting adjourned at 5:30 P.M. on a motion by Mr. Turnbull and seconded by Mrs. Schreck.
The committee resumed with the budget meeting.
