At the regular meeting of the county board of Warren County, Illinois, held at the courthouse in the city of Monmouth, on Wednesday, December 17, 2008, at 9:30 A.M. the following members were present:

The chair declared a quorum present and the meeting was opened for business.
APPROVAL OF MINUTES
Finance Committee
Mr. Pearson made the motion to approve the minutes of the October 15, regular board meeting, October 21, special board meeting, November 20, regular board meeting and the December 1, organizational board meeting. Mr. Heaton seconded the motion and on voice vote the chair declared the motion carried.
CHANGES AND/OR AMENDMENTS TO AGENDA

Add: G: County Treasurer Abatement of Taxes
Mr. Heaton made the motion to approve the change to the agenda. Mr. Turnbull seconded the motion and on voice vote the chair declared the motion carried.
PRESENTATIONS FROM THE FLOOR
A. Jolene Willis, Executive Director of the Western Illinois Economic Development Partnership gave board members a copy of an update on the Monarch wind farm project . She reported on the Illinois Wind Working Group seminar stating that they had a sell-out crowd and will possibly hold another session. Mrs. Willis gave the board information on a Siting, Zoning and Taxing seminar in February.
B. Solid Waste Coordinator Chad Braatz informed the board about several items of interest concerning solid waste. The village of Alexis is bidding two options for curbside garbage and recycling collection and he explained to the board about both options and noted that bids are due back on January 12. Mr. Braatz distributed a Warren County facility totals report showing collections of the different types of recycles.
C. Jenna Link, Health Department Administrator, distributed copies of the health board’s minutes along with their budget balances. The health department if working on end of the year tasks.

Bill Thompson opened the meeting at 5:23 P.M. Others present were Board Chairman Bill
Reichow, Mike Pearson (Finance Committee), Kevin Smith, Terry Byers, and John Livingston.
Committee members Scott Gibson, Bob Cokel, Marvin Hawk, and Steve Johnson were absent.
Thompson made a motion to accept the November minutes. Reichow seconded the motion and Pearson abstained from the vote.
The monthly bills were reviewed. Reichow made a motion to approve the monthly bills. Pearson seconded the motion. All yeas.
Under Old Business:
Floyd Township Bridge Agreement with HLR Engineering Group was reviewed. Thompson made a motion to approve the agreement subject to review of the agreement by County Engineer. Reichow seconded the motion. All yeas.
Under New Business:
There was discussion for the Public Safety Tax to be put back on ballot. No motion made.
The meeting adjourned at 5:40 P.M. on a motion by Thompson, seconded by Reichow.

December 10, 2008
The meeting was called to order by committee chairman Russell Stanton. Also present were committee members Karen Starbuck, Tim Bresnahan, Todd Winkler and County Board Chairman Bill Reichow.
REPORT OF OFFICE HOLDERS
Supervisor of Assessments Janice Hamberg reported that her office was busy with assessment changes and name and address changes. The senior freeze forms will be mailed out around the first of the year.
County Clerk Tina Conard informed the committee that there is a great possibility of the State of Illinois holding a special election at a huge cost to the taxpayers of Warren County.
Treasurer Nancy Clayton gave the committee copies of the funds balance sheet with the year end county general balance of $425,934.87. The final distribution has been made and her office is working on end of the year work.
County Board Chairman Reichow, noted that flowers were sent from the board for Stu Mayhew’s funeral. He attended a wind farm project meeting and gave a report on some wind projects in progress.
OTHER
Mr. Stanton stated that there were no bids for roofing the R.O.E. building. Mr. Reichow said that he would talk to the roofer that has done work before and Mrs. Starbuck noted that she would call people in Roseville. This would be a whole roof replacement except for the front porch.
A possible public safety tax referendum on the April ballot was discussed. After much discussion, Mr. Bresnahan moved to recommend the discussion of a public safety tax referendum on the April ballot be put to the full board. Mr. Stanton seconded the motion and on voice vote the motion carried.
The committee received a letter from the Zoning Board of Appeals on a zoning change. Mr. Bresnahan made the motion to approve the Zoning Board of Appeals recommendation and to recommend it to the full board. Mr. Winkler seconded the motion. It was noted that Mr. Moore, Chairman of the Zoning Board of Appeals, will be in attendance at next week’s board meeting.
Mrs. Clayton questioned whether the Strategic Planning Committee was still meeting. Mr. Reichow stated that he will request that they meet again.
Bills were approved and paid on a motion by Mr. Bresnahan and seconded by Mrs. Starbuck.
With no further business to come before the committee the meeting adjourned on a motion by Mr. Bresnahan and seconded by Mrs. Starbuck.

This letter is to advise you that at last night’s Zoning Board of Appeals meeting, the board voted 4-0 to deny Mr. Anrzej Wnuk’s request for rezoning for operation of a year round haunted house on two tracts of land commonly known as 415 East 11th Avenue, Monmouth Warren County, Illinois.

Mr. Moore, Chairman of the Zoning Board of Appeals, spoke about the board’s decision. The property is currently zoned as R-2, residential. The request is for it to be changed to B-3, Highway/Business District to establish a haunted house as a year round business. Mr. Moore stated it would not be compatible with the residential area. Two residents spoke on the zoning change request: Gary Burkett approves of Mr. Wnuk’s request and offered his property for parking. Judy Richardson asks for no approval.
Mr. Stanton made the motion to accept the Zoning Board of Appeals recommendation concerning rezoning of the Wnuk property. Mr. Bresnahan seconded the motion and the following vote was taken:

RESOLUTION #1-08-09
SPECIAL COUNTY RETAILER’S OCCUPATION TAX FOR PUBLIC SAFETY
WARREN COUNTY, ILLINOIS
WHEREAS, Warren County, Illinois, is a unit of local government duly organized and validly existing under the Constitution and the laws of the State of Illinois; and
WHEREAS, Warren County is empowered to impose a Special County Retailer’s Occupation Tax for Public Safety, Illinois Compiled Statutes, Chapter 44, Act 5, Section 5-1006; and
WHEREAS, Warren County shall only impose said tax after said proposition is submitted to the voters of Warren County; and
WHEREAS, said proposition shall be approved by a majority of those voting on the question; and
WHEREAS, it is in the best interest of Warren County’s financial stability to submit said proposition to the voters of Warren County.
NOW, THEREFORE, BE IT RESOLVED BY THE WARREN COUNTY BOARD OF SUPERVISORS AS FOLLOWS:
1. The following proposition shall be submitted to the voters of Warren County:
Shall Warren County be authorized to impose a public safety tax at the rate of 0.75 percent (.75%) upon all persons engaged in the business of selling tangible personal property at retail in the county on gross receipts from the sales made in the course of their business.

2. The County Clerk is directed to certify the question to the proper election authority, who shall submit the proposition at the next general election in accordance with the general election law.
3. This resolution shall take effect upon enactment, December 17, 2008.

December 11, 2008
Committee chairman Mike Pearson called the meeting to order at 4:00 P.M. with committee members, David Jenks, Janet Schreck, John Turnbull and Gary Heaton present, along with County Board Chairman Bill Reichow.
REPORT OF OFFICE HOLDERS
County Clerk Tina Conard informed the committee that with the recent actions in Springfield there is the possibility of having special elections throughout the state.
Supervisor of Assessments Janice Hamberg talked to the committed about one of her employees being off on maternity leave and needing to hire temporary part-time help. After some discussion, it was the committee’s consensus to allow Mrs. Hamberg to hire a temporary part-time employee. Mrs. Hamberg also asked if an open house can start being planned for Local Government Week the week of March 2, 2009. The committee approved having the open house.
Treasurer Nancy Clayton gave the committee the funds balance sheet with a year end balance for county general of $243,966.56. The auditors will be getting started and the final distribution has been made. Mrs. Clayton also told the committee about a Tax Cycle Committee that some counties have that meets throughout the year and has individuals on the committee that deal with the property tax cycle. The counties that have such a committee say it helps keep the tax cycle on track and keeps the statutory time lines in check.
Circuit Clerk Denise Schreck talked to the committee about an oversight in her equipment contract line item which is short $1,000 for her copier contract. After some discussion, it was decided to just allow Ms. Schreck to over-spend that line.
County Board Chairman passed around a thank you card from the family of Stu Mayhew. He talked about a Go 21 Growth Options for the 21st Century meeting he had attended as well as an EcoEnergy meeting on wind projects. He reminded committee members about the December 16 wind energy program at Monsanto.
OTHER
Mr. Reichow informed the committee that the board will be discussing and voting on placing the Public Safety Tax Referendum on the ballot in April.
The committee discussed bidding for health insurance and it was the consensus of the committee not to bid at this time.
Mr. Pearson talked about the M.D.& A. report that must be done for the audit. He read the report from the last audit and asked the committee to be thinking about points to put in the M.D.& A. report for the upcoming audit.
The bills were reviewed and paid on a motion by Mr. Heaton and seconded by Mr. Turnbull.
