Re-Convene September 17, 2008, Meeting

At a special meeting of the Warren County Board of Warren County, Illinois, held at the courthouse in the city of Monmouth, on Tuesday, October 21, 2008, at 9:30 A.M. Mr. Thompson made a motion to re-convene the September 17, 2008, board meeting. Mr. Pearson seconded the motion and roll call was taken with the following members present:

Karen Starbuck
William Thompson
John Turnbull
ABSENT: Robert Cokel

Robert Kinsel
Todd Winkler
CLERK: Tina M. Conard

The chair declared a quorum present and the meeting was opened for business.

2008-2009 FISCAL BUDGET
The board discussed changes and made changes to the budget.

STATE’S ATTORNEY COMMENTS
State’s Attorney Albert “Chip” Algren addressed the board about their budget process and the upcoming vote on the Public Safety Tax Referendum.
Mr. Jenks questioned the address and the allowing of the tax referendum being brought up. Mr. Algren noted that any office holder has a statutory right to confront the county board.

2008-2009 FISCAL BUDGET
The board resumed the budget discussion and Mr. Hawk handed out copies of possible budget cuts and annex expenditures that should be cut.

Janice Hamberg, Supervisor of Assessments, discussed the EAV (equalized assessed valuation), property tax exemptions, assessing of cell towers and wind towers and properties in the TIF district.

There was discussion on county vehicle use and costs. Sheriff Martin Edwards talked about the need of deputies driving cars home. Mr. Bresnahan moved to allow the use of cars to remain as is. Mr. Thompson seconded the motion. After some discussion it was questioned as to whether the motion could be made. Mr. Bresnahan withdrew his motion and just noted it as a comment.

The board went through more changes to the budget reducing the deficit. Mr. Pearson made a motion to approve the budget as the tentative budget in the amount of $8,422,563.00 Mr. Heaton seconded the motion and the following roll call vote was taken:
Aye: Harper, Heaton, Pearson, Reichow, Stanton, Thompson, Turnbull
Nay: Bresnahan, Hawk, Jenks, Johnson, Starbuck
Absent: Cokel, Gibson, Kinsel, Winkler

It was originally thought that the vote had failed. There was more discussion on cuts. Mr. Heaton asked the state’s attorney for clarification on the vote. It was confirmed that it is a majority of the quorum, therefore the motion carried. Mrs. Starbuck requested that some of the budget cuts that were discussed continue to be considered.

RECESS
Mr. Jenks made a motion to recess. Mr. Thompson seconded the motion and on voice vote the chair declared the motion carried.
